Problem with e-mail system

I don't know if I am missing something or there is a glitch but, I keep getting this error message complaint from my members saying: unable to initiate e-mail system.

Anyone have any ideas why I am getting this?

I testing it out and it appears if I a member forgot their password and to go to the lost password area and request it, they get that error message.

Check inside your Global Configuration of Joomla > Server Tab > Right Column > Send Mail = Yes
Below that select from Mailer drop down options : PHP Mailer
Also make sure that beneath those a valid email address is typed in for "From mail"
Lastly the name of your web site or whatever name you want email to appear to be from i.e. "My Web Site"

Those permissions are set correctly and it does have a valid e-mail address.

Ran a test and got this:

Password Reset Failed! Error: Could not instantiate mail function.

Are you running CB 1.9 or 2.0?
