Ok, got some clarification from Beat. Yes, you can have multiple taxes applied as long as the rules match it'll apply. So you'd have 2 rules for your Quebec tax, but as that doesn't apply anymore I suppose it doesn't matter now lol.

I can't put them under 1 zone because then only one tax rate can apply to that zone. I have like 5 different tax rates for different provinces. I think I am misunderstanding how to connect a rate to a province.

Then you'll need 5 rates and zones I suppose. A zone is just a container for countries and provinces. You could have 1 province, 100 provinces, 2 countries and 3 provinces.. etc.. whatever you want in a zone. The tax rate then applies to that zone, which it matches by country and/or provinces in that zone.

Ahhh okay so my 5% GST rate would connect to the "5% Zone" which includes 7 provinces in Canada.

How do I set it that "no tax" applies to everywhere BUT Canada?

You'd just create a tax rate that applies to that zone only. When creating your tax rate for example you'd select your Canada (your custom zone) for "Geographic Zone of Buyer". Then set "Does this tax apply for sales outside of the seller State / Province" and "Does this tax apply for sales outside of the seller Country" to "No".
