CB Privacy can be configured to allow your users to remove their account or just disable it.
Install it and stury the parameters in the plugin area and test on your test site to see how it works.

A CB Moderator can not use the Delete Me or Disable Me on a users behalf. That action should be done from backend. Those fields are meant for the profile owner themselves only. What you're wanting is not available.
