You should be using the "After Login" trigger. The one you're currently using is purely for the HTML login form successfully submitting; useful for having custom redirect or message output to override the detail, but for on login usages you'll want to use the After Login trigger. Please also ensure emails are working in general on your install by sending a mass mailer to your user within CB > User Management.

Thanks, now the email is getting sent using the "after login" trigger. But another problem arose, when I put in the condition [username] equal to [aneal] or aneal; and I login as "user1", I still get an email saying that user1 logged in. This is not suppose to happen am I correct. The logic says that if username = aneal, then send email otherwise do not send email. I tried the aneal with brackets and without and both send when I log in with user user1 or any other user. Why is that?

Your condition would just be as follows.

[username] Equal To USERNAME

In your case it'd be as follows.

[username] Equal To aneal

Putting brackets around it would cause it to be treated like a substitution. The below usage should be working fine.

Global
Triggers: After Login
Type: Email
User: Automatic
Access: Everybody
Conditions
[username] Equal To aneal
Action
To: EMAIL_ADDRESS
Subject: SUBJECT
Body: BODY

Enable debug mode and maximum error reporting in Joomla global configuration then under Parameters in your action enable Debug. This will allow the action to output debug information if it should fail. The action could be firing fine and it be the email that's just not sending.

Thanks working fine now. the problem was that in Global I listed "everybody" and under CMS ACL I listed "Registered". When just listed "Everyboy", it works....oh well thanks

Selecting Registered would cause it to only fire for users with that specific usergroup. See Access parameter description for further details on its usage. Typically you'll only ever need to use Everybody though.
