Do the users in your tests directly have those usergroups or are they inheriting them? Example as follows.
Group 1
- Group 2
- - Group 3 <- I am here
Group 4
With the above I've inherited Group 1 and Group 2, but not Group 4.
Please PM backend super administrator login credentials and will take a look.

There was something wrong with the quotation marks around the usergroup id. I'm not sure what editor was used, but I highly recommend always switching to source view when using substitutions in WYSIWYG editors. I copied the substitutions to Notepad++, corrected the quotes, copied it back, saved the field, and it's now working fine.

I'd originally used JCE, and thought of swapping to no editor after the fact - Funny, I'd been using Notepad++ myself. I'll remember this for the future.
