I don't remember I ever changed the thumbnail size. I uploaded a new image, still 60x40.
The stored file size is 1.39KB.

Sorry, I just found that the thumbnail size 640 x320 was specified at GJ > Configuration > Canvas, which is obviously the wrong place to look. I should have changed it at CB > Plugin management > CB GorupJive Photo.

There's 3 different sizing parameters. 1 is for canvases, 1 is for logos, and 1 is for photos. All 3 locations are as follows.

Canvas
CB > Plugin Management > CB GroupJive > Parameters > Images > Canvas

Logos
CB > Plugin Management > CB GroupJive > Parameters > Images > Logos

Photos
CB > Plugin Management > CB GroupJive Photo > Parameters > Photos

Most likely what happened is if you upgraded from GJ 2.x then the GJ Photo parameters migrated. The problem is GJ 2.x had low default sizes, which won't work that well with GJ 3.x design. I've since removed the migration of those parameters to avoid any future issues like this and it should only be a problem for GJ 2.x to 3.x.
