It seems that something is assigning the "Public" group to the registered users, as I went ahead to the Joomla admin area > Users > Manage > Clicked on "Joe Johnson" > Assigned User Groups > Removed the "Public" group check box and updated the user. And now the login for:
username: joetest
pass: c00kies
is working normally as I was able to log and browse the user area.
Now I can not say what exactly is setting the "Public" group to the user, so please what extensions/changes you made that could lead to the change of the User to be added to the "Public" group, once you find what is causing this change you will find the cause of the problem. Basically what you could do as I have removed the "Public" group for the user, try to do different actions with the user "joetest" and check which if those actions will add the "Public" group, that way you will find the cause more easily.
