It's only counting frontend logged in sessions as online users and only if that session belongs to a CB user. Run CB > Tools > Synchronize Users if you think your user tables maybe out of sync.

I've sync them and it hasn't made a difference. Users do log in (they're all CB) they just don't show. I'm not saying it's the same issue, nor that it's related, but it seems to be something that may be linked.

Also I went over my logs and I updated from Joomla 3.6.0 to 3.6.2, skipping 3.6.1. Just mentioning it to be thorough.

This was your issue. Your Joomla menu items to CB are CB 1.x menu items. This causes Itemid to match up wonky. I've fixed your menu items to CB and it's working fine. You can compare your menu items to your live site to see the changes or on your live site review each menutype and find menu items that say "Community Builder" only directly below their clickable title. They should be Community Builder > MENU_TYPE_HERE.

I realized I missed the most obvious of the old menu types. That did it and it seems to be working fine now.
