Your host is not good enough for your sites demands. Either your CPU or Ram limits are being hit. Contact your host. Your site isn't going to function well on budget hosting, sorry. The alternative is your server is being hit by DDoS, but that's unlikely and your host would be able to confirm that.
You mentioned your host in the PM and if you're on their $2/mo package for example that absolutely is not enough; they claim a whole lot of "unlimited" and have totally unrealistic prices for Joomla/Wordpress hosting. There is no way a Joomla 2.5 or 3.x install is going to be stable on any of those $2-$5/mo plans (this is before sale pricing). They'd have to be packing hundreds of sites on a single server for that. My rules for shopping for hosting are as follows.
1. Never buy into "Unlimited" bandwidth, space, etc.. it's totally bogus
2. Be suspicious of anything less than $10/mo (hosting is not cheap and this is a red flag for overcrowding!)
3. Review server hardware specs if provided carefully (know what you're getting and if not displayed then ask before buying)
4. Look for Joomla/Wordpress specific hosting (they're generally tailored for Joomlas/Wordpress heavy demand on CPU and Ram)
Last but not least be mindful of what you install. The more you install the heavier your site gets and the more resources it will demand. Keeping images from exposing their path means they've to be data streamed through Joomla. This adds some resource demands to their URLs, but significantly improves security (if people could guess a URL to an image then what's the point of access controls).
