actually something is not working: i have set email accessible to public as in the screenshot but is not dispalyed....

For a userlist you need to have the Email field set to display in one of the columns. Alternatively they can go to a users profile and under the Message menu item will be a link to email them. If public users can't access profiles at all then they can't access the email form either. If public users can't see the email field at all (e.g. tab access permissions, privacy, conditions, etc..) then they won't see the link to the email form.

Sorry i still do not understand:

all my tabs are set to "public"
i just need to have the email link to the email form in the user profile page (no need in the users list)
the Menu tab is set to public
Cb menu plugin is set to public

but still non logged visitors can't see the menu with the link to the mail form

try to visit this user page:

the menu is missing.....
i searched all possible configurations to try to set it visible for public visitors but nothing :-(

The menu item isn't there, because you'd unpublished the Menu tab. I also do not see the Email field on any of your tabs. Those are the 2 ways the email form is accessed beyond a user specific Joomla menu item to the email form. If the user can't see the field they can't click it to reach the email form. If they can't access the menu they can't click its menu item to reach the email form.

but my menu tab is published and set to public... infact logged users can see the mail field and form in the top menu
just public visitors can't see it....

Ensure the plugins responsible for those tabs are also set to Public. That would be CB Menu and CB Core. If you've CB Privacy or CB Conditional installed try disabling them as you may have those tabs or the email field conditioned/privacy controlled. There's nothing else controlling their access beyond that. You strictly have an access permissions problem somewhere.
