We didn't touch substitutions with CB 2.1.2. We didn't touch field, plugin, or tab access either with CB 2.1.2. CB 2.1.2 reverted a cert change in Guzzle and added a new parameter to web address fields, that's it. The reason your [cb:userfield field="username" /] substitution does not work is because whoever is trying to view the module can't access the field. The [FIELD_NAME] substitution comes straight from user object and has no tab or field access checks applied.
Ensure all installed plugins are up to date then review the access to your username field. That substitution will output nothing if the field is not set to display on profile or maybe you've a layout configured for it.
