New user to wait for 'X' days to send New Email

How should this function implemented?

When the waiting time is not exceeded
1. Only "Compose" is disabled
2. "Compose" and "Reply/Forward messages" is disabled
3. uddeIM is disabled

I'd say 2).
IMHO the most versatile option would be to restrict a new user to send/forward messages to x users within the first y days of their membership. This way one could set x=0 for total restriction or x>0 to prevent spam but enable new users to contact others.
I know that's a little more than you've coded right now ... but I think I saw that mail limit request somewhere else on the tracker *hides*

Hi, I am glad to see this feature being implemented in new version. This would be great to prevent spasm mails from spam members to genuine members.
