Does your file exist in your downloads folder? You need to upload it there using FTP, file management in CB Package Builder on frontend, or using the file field below the Download parameter. Don't know what more to suggest as we've been using it for years perfectly fine.

I can setup a test package for you if you PM backend super administrator login credentials for you to review the configuration, but beyond that there's nothing more I can do especially if you may have PHP permission issues where CB Package Builder can't access the files.

Have reviewed your install. There was no Root configured. I assume whatever root path you were using didn't exist or wasn't accessible. I've added a "downloads" folder in the "images" folder right next to your jdownloads folder. So your root is /images/downloads. I've went ahead and configured this for you.

Next I've uploaded a test file. Just a txt and pointed your test download at it. This all appears to be working fine now. Since you do not intend to use this for Joomla packages I've also disabled the CMS selector in CB Package Builder configuration.
