It's still a manual process but since my last post I've done another migration... i made a slight alteration to my process which saved one step....
- did a fresh j2.5 install with a rockettheme launcher
- installed CB 1.9
- loaded Supgrade and transfered jos_comprofiler tables
- manually configured CB configuration to match old site
- updated access levels for each CB tab and list
- the 2.5 joomla menu item "user lists" doesn't give me a choice of lists, i worked around this using the joomla "external url" menu item grabbing the url from the CB list pages.
- i reinstalled my plugins
- i ftp'd the images/comprofiler folder from my old site to new site which successfully recovered my avatars
