I would like attribute "CB points" inside Wallet field every time a user add a Joomla article and I wondering how to do that. Using CB Field Auto-Action is possible for example to add a value of 100 to a specific field...but this can be done only using CB trigger.

Have you a solution for do the same but based on Joomla when a new article is added/created ??

Nope, you'll need to create a Joomla plugin that'll do this for you. CB Auto Actions doesn't have access to Joomlas triggers.
