Completly removed kunena and it's plugin. No way, always load very slow.
Then completly removed GJ, still slow.
Then disabled every non-core plugins, still slow.
Then, started dsinstalling every component, module and plugin, no way still slow. Finally I've removed CBSubs and all plugins and all non-core CB plugins. No way, still slow.
Now I just have J! and CB. With about 25.000 fake users, and different ACL group. All those users have the same usergroups (2 user groups assigned).
Enable debug mode then test the userlist and let me know what the query count is on your clean install. If it's a reasonable amount then it's safe to say that's not the issue.

Ok, not a memory or query count issue then. My guess is CPU usage. Are you able to monitor local or your hosts CPU usage when trying to view a userlist and see if it spikes really high? Query is likely taking way too long causing CPU usage to skyrocket and slow down. If possible can you upload your cut down testing install to your host in a subdomain or new domain so may debug on it further?

Ok, have discussed with Beat and we'll need to look at this deeper. Please PM phpmyadmin access so we can evaluate the queries. You're likely to need custom indexes for the userlist queries.
