OK - edited the existing rule to clear the short code field, saved, then selected and tried to copy this rule... Received error message, vis:

500 - An error has occurred.
JDatabaseMySQL::query: 1062 - Duplicate entry '' for key 'short_code' SQL=INSERT INTO `sag13_cbsubs_tax_rules` (`name`,`short_code`,`default`,`ordering`,`owner`) VALUES ('Copy of GST','','1','4','0')

Looks like for now you won't be able to use the Copy feature. I've added a bug ticket for this to be fixed in next CBSubs release.
