Using "Show List" should be fine. You should see the initial rows of users with the search criteria collapsed. The only way it won't show the initial rows of users is if it was set to "Show Search Only". At any rate we've a pending ticket to improve the userlist usage as we need to improve how the form is handled and some of the confusing display parameters.

Then there must be a bug! Only "Show list and search" shows the list from the beginning. "Show List" and "Show Search Only" does exactly the same - no difference.
Do you have CB Privacy installed? If so then the user rows maybe hidden due to privacy if using the Profile Privacy field. The only other cause is if "Hide Empty Searches" is set to "Yes".
