Yes I've tested it with mass mailer it's working but for registration not. Port is set in configuration.

Something would need to be interrupting the registration process or the language string maybe translated empty. Enable debug mode and maximum error reporting in Joomla global configuration then attempt to register to see if any errors occur. If no errors and issue persists disable all non-core CB plugins. If issue still persists disable all 3rd party Joomla user plugins. If issue still persists please PM backend super administrator login credentials and will take a look. Just doesn't make any sense for only the registration emails to not work.

I'm also having issues sending out emails.

In addition, when I select (check off) users in the CB User Management screen, and hit the "Resend Confirmation" button, I get a confirmation message saying "Message
Sent confirmation emails to 0 users", regardless of how many users I select (always says "0" users).

The users selected need to be unconfirmed - are they?

They are confirmed. That explains it. Thanks.

Will troubleshoot the email sending issue. Seems that no emails are reaching the hotmail/outlook server (they seem to get delivered to other mail servers). Maybe server level spam filtering?

My guess is if only 1 server isn't receiving emails then it's likely spam protection and going to the recipients spam folder or the sending mail server just isn't sending them at all for whatever reason. You'd need to check the mail server logs to see if it's getting delivery failure notices, etc..
